Queen Village & Bella Vista streets and sidewalks
Queen Village runs from Lombard Street to Washington Avenue and from the Delaware River to 6th Street, taking in South Street and Fabric Row. Bella Vista lies just west. Many blocks are narrow side streets lined with small rowhouses, including the three-story “trinity” houses described in the City’s Rowhouse Manual.
What we hear about in Queen Village & Bella Vista
- Very narrow sidewalks where any heaved slab blocks the whole path
- Slabs cracked by cars and trucks riding up on narrow streets
- Front steps that take up much of the sidewalk width
- Tree pits that crowd an already narrow walk
What to know before you fix it
The Streets Department’s standard calls for 6-inch-thick concrete on narrow streets and at all corners, not the usual 4 inches. Make sure your quote says which thickness it assumes. For snow, Code § 10-720 allows a 12-inch path where the sidewalk is less than 3 feet wide; otherwise the path must be 36 inches. Parking a concrete truck is hard on these blocks, so ask how the contractor will get material in.
The rules are the same citywide
In every Philadelphia neighborhood, the property owner is responsible for the sidewalk and curb. Work in the right-of-way needs a Curb and Footway Permit pulled by a contractor with a Curb Setter License. If an owner ignores a Streets Department notice, the City can do the work and bill them.
